Prepare the UK to leave the EU without a withdrawal agreement “deal"

Took control to manage the backlog of secondary legislation within the Department for Environment, Food & Rural Affairs (DEFRA) in the House of Commons and the House of Lords. In an average year DEFRA would debate with the government 40-50 legal drafts / Statutory Instruments (SIs) a year or up to 4 per day. In this 6-month period BKO Consulting delivered 174 SIs and up to 3 times the daily average from commissioning the legal drafting to arranging debates in the House’s, to enable the secondary legislation to be signed and coming into force. 

  • In order to deliver at unprecedented levels in a system that hadn’t changed for over 30 years, BKO Consulting were required to use all of the project profession tools and tricks to challenge and learn about a process that required over 20 handoffs for each SI once the drafting had been completed. 
  • Stakeholders under immense pressure included the Right Honourable Secretary of State Michael Gove, Lord Gardiner and under ministers including the now Secretary of State George Eustice.  BKO Consulting managed relationships directly as well as furnishing the Director General and the Permanent Secretary with daily delivery information that ultimately informed the UK’s negotiating position with the EU.
  • The secondary legislation framework across DEFRA includes 7 of the most important divisions to impact the daily lives of UK residents. These 7 divisions encompassing: Farming, Marine and Fish, Trade, Waste, Environment, Animal and Plant Health, and finally Water Quality – demonstrate how broad the programme was. It had global reach with over 100 countries represented – the largest level of engagement for a European Standards Agency with sign up from worldwide brands such as: Google, Amazon and Nestle to list a few.
